He articulates the structural realist position that the distribution of power produces constraints and opportunities on states p. These constraints and opportunities are permissive causes p. States should use these windows to achieve their ideal end states; their failure to do so is suboptimal p. Iran’s Failed Foreign Policy: Dealing from a Position of Weakness

Published in: Global Policy No. December December The Ukraine crisis and the subsequent cooling of West-Russia relations has elicited a number of popular arguments as to the trajectory of the relationship, many of which are alarming and pessimistic. After acknowledging the current impasse that has emerged between the coalition of Western actors, Ukraine and Russia since the signing of the second Minsk agreement in early , this article speculates three medium- term scenarios for the West-Russia relationship in the context of Eastern Europe.

Thomas Juneau. This is a plausible aspiration. Despite facing favorable regional circumstances after , however, Iran failed to fulfil this ambition. Iran has mostly developed a narrow power base that enables it to engage in spoiling tactics and to deny opportunities to its adversaries.

Neoclassical realism is an approach to foreign policy analysis. Initially coined by Gideon Rose in a World Politics review article, it is a combination of classical realist and neorealist — particularly defensive realist — theories. Neoclassical realism holds that the actions of a state in the international system can be explained by intervening systemic variables, such as the distribution of power capabilities among states; cognitive variables, such as the perception and misperception of systemic pressures, other states' intentions, or threats; and domestic variables, such as state institutions, elites, and societal actors that affect the power and freedom of action of the foreign policy decision-makers. While holding true to the realist concept of balance of power , neoclassical realism further adds that states' mistrust and inability to perceive one another accurately, or state leaders' inability to mobilize state power and public support, can result in imbalances within the international system, the rise and fall of great powers, and war.
